I wish to add another option to your list of possible solutions to the parking problem. (I did make “privatize” one of my picks, but I’m unsatisfied with that word, partly because it says little about the particular policy that I would like to see used.) I propose that schoolyear-long leases in individual parking stalls be auctioned off at the beginning of every school year. Parking stall holders should be allowed to transfer or assign their interests in their parking stalls to fellow students or faculty, at the price they agree, up until the end of the school year, at which point the lease is terminated. This way, the price of a parking permit would more accurately reflect the scarcity of parking stalls; and students, staff, and faculty would be offered incentives to carpool and to make available whatever parking space they are no longer using.
